An Official Certificate of Betrothal can sometimes be found when activating Tarot cards.

The text of the certificate reads:

OOC: So, What Does This Certificate Do, Exactly?

In a code sense? Absolutely nothing. In an RP sense? Also, absolutely nothing, aside from a perfectly good RP hook and reason to talk to Ruriko ICly!

The certificate is breisleach's way of looking for suitable suitors to take Ruriko's hand in marriage, much to the latter's consternation. While they do show up in the Tarot cards, which are Ruriko's creation, in order to sneak them in, breisleach went to Yuriko, and asked her to use her reality-warping powers and poke several holes in reality, hiding them in the Tarot without Ruriko's consent, or regard for the eventual consternation.

Ruriko has expressed sentiments regarding the entire situation as, "being like the worst kind of harem anime ever."
